2005 Lincoln LS Steering Wheel noise

The steering wheel makes a whining noise. I asked a mechanic and he said that it's a common noise and he couldn't find any issues. He said that it could be the "clock seal" causing it but it's nothing to worry about.

A whine usually refers to a high-pitched buzzing noise made by the power steering pump. That is heard under the hood and typically gets louder when you turn the steering wheel.

The clock spring is a wound-up ribbon cable in a plastic housing under the steering wheel. That cable slides around when you turn the steering wheel and it can cause an intermittent squeaking noise but only when the steering wheel is being turned. There's no "could be" if the mechanic listened to the noise. It's pretty easy to diagnose.
