my car was recently in a flood, the car was angled with the front about a foot higher than the rear,so the trunk had recieved the brunt of the water! the car won't start. I know that there is an electrical panel with all kinds of fuses and relays in there, what would you suggest the best way to dry the panel?

Allow to air dry first then you will have to check for water in fuel tank, and start all system checks to find what is not working, best left to a qualified tech for this demanding work.
