2005 Ford Expedition EVAP code P0446

Im getting code P0446 which it is a evap condition mulfunction.I did replace the gas cap and vent valve solenoid and purge solenoid.I checked the voltage with key on and it reads 12volt on both solenoids. Still getting the code.I then took a reading on the ground side of solenoid and it reads 3volts so not getting a ground so I traced the wiring from both solenids and it check out good theres no corrosion on wiring no splits or broken wires. At this point dont know what else can cause this your help will be greatlly apreciated.

This needs to be tested with a scanner that can command the valve off and on which you cannot do. It can be a poor connection. See pics for causes. It can be a bad pcm as well.

Thanks for your response but I did took it to a shop they did all the proper and necesary test and could not find the problem, computer responds to commands given to evap selenoids, fuel pressure sensor has proper voltage, replaced pcm had it reprgram by ford service, still not getting ground to selenoids from pcm, dont know what to do anyone has had the same issue please help.

If all of that has been done then clean the ground on rear of engine compartment, you might also check the battery ground to frame at same area then run a 12 gauge wire from there to the pcm ground, that may be the problem. Or it's dirty. Also use dielectric grease there as well after it's cleaned.
