While the car has already run for more than 30 minutes. Now, if the engine is put off at a signal or traffic to prevent static idling and then when I start the engine again, the speed(rpm) zooms up to 3000 (Normal is around 1000) without a press on the accelerator pedal.
Replacement of I.C. unit mounted on the throttle valve body and the Engine control Unit did not help.
The problem is of intermittent nature, but certainly happening after a restart on the go, once engine is switched off and restarted within a short time.
What could be the fault?

clean the throttle plate on both sides with choke cleaner then scan for codes and check fuelpressure
