Oil going into water header tank - I changed the oil cooler but problem continues. The car runs well-engine does not 'miss', plenty of power and does not lose water. When the car was ticking over no oil went into the header tank. What can be wrong

Depending on how much oil was in the system... it will require several coolant / water flushes. Some of the oil could be stuck in the heater core, so
flush that part separately. Use a chemical flush to break-up the oil.

If it continues and you are sure it is engine oil... headgasket. If 1.8T, I'm not sure if oil can get into the coolant passages... it has been a while since I
have had a failed turbo on the bench.
