my brother drove it in 3 ft of water and car died while going threw it, now it wont crank?

the battery is fine all the lights come on and car turns on except the motor. when it died he tried cranking it again while still in water and nothing of course. pulled it to the house and checked air filter and it was soaked and filled with water, when you try to crank the car all you hear is a "tink" noise. so what are your thoughts?
