The ALDL connector that the emission folks plug into is not working

Will not give reading and I need to have my car registered. Any ideas? I am not sure what this part connector is called. How involved/expensive is the repair and is it a fuse issue? My cigarette lighter also does not work. Guys checked fuses but we have no clue which it would be

Yes, there is a fuse for the connector which is called the ALDL. Have someone with knowledge check them. After power is restored, your code reader will communicate.
