When pressure testing a cooling system do I have to plug or pinch off the overflow tube?

Yes you do. Otherwise you're going to dump our pressure right into the overflow reservoir.

You understand this is a expansion tank it has no reservoir tank the pressure tester goes right on to the cap of the expansion tank and it just has a overflow that is on the top neck of tank it is a short tube that goes to the ground.

Either or it's the same concept just changes where the pressure is going to get dumped to. If you don't pinch off that hose, you're sending your pressure outside. You need to seal the entire system in order to hold a pressure and find any leaks. Whether it's a tube that runs to an overflow tank or a tube coming out from an expansion tank, the tube needs to be blocked.
