Replaced camshaft sensor, cranked engine,
Chk engine light comes on again, put code
Reader on it, it reads replace cam shaft sensor,
why is it doing that ???? This is on a 2003 ,

It's not reading to "change the cam sensor". It's giving you specific information about the Cam sensor circuit which consists of more than the sensor itself and now the technician needs to further diagnose the problem to determine the actual cause, not necessarily the sensor.
