I assume it is the DMTL system.
With car running I have these voltages at connector.
Pin 1 - 4.2v
Pin 2 - 0 v ( I assume this is the ground?)
Pin 3 - 3.6
Pin 4 - 14.2v
Is there anyway to test the DMTL itself?

I attached a flow chart for you.

0 volts means that circuit is grounded I am concerned the pcm may be grounding it without being called for.

Check the chart first

Wire colors. Look close for the colors
