I have a 2003 Ford Windstar and the only heat comes from the front window defrost vent; changing the settings for floor and dashboard vents has no affect top change direction. Blower speed works okay.

The air flow vents are actuated by vacuum. Defrost is the default. Check for vacuum leaks under the dash as well as under the hood. The vacuum source is from the intake manifold.
