My power steering is not working?

I have a 2003 chevy silverado. My power steering is not working. I have checked the fluid level and it is full and I have looked at the steering crank, there is nothing obstructing and mechanically everything seems to be working except for the fact that it is incredibly hard to steer in either direction with the vehicle in reverse, drive and in neutral. Any suggestions?

It could be a bad rack and pinion or the pump itself is bad. When the rack goes bad, it usually leaks at the end as the result of bad internal bushings. When the bushings go bad, there is excessive resistance when turning. However, I would start with the pump. Have it checked first. It is a cheaper repair and more likely the problem.
