What causes your car to idle high at times then.

What causes your car to idle high at times then normal at other times? When driving and you let off the gas, the car remains at a high rpm, when you come to a stop, sometimes it's revved up high. You can shut the car off, restart it and it is normal. Is this caused by the idle air control valve?

Try cleaning the throttle plate on both sides and idle control valve hole with choke cleaner sometimes the plate gets sticky from oil and causes this make sure to connect the duct work up after

Just to add to this one try unhooking the negative battery cable for 30 seconds and see if that corrects it. Also have you checked the coolant temp sensor and connector?
