2002 Saturn L100 passkey lock problems

Our Saturn has the security light flashing and the gas gauge bouncing up and down when we try to start the car. We have used the procedure of turning the key on for 10 minutes and then starting the car ( sometimes it works and sometimes it doesn't ).
Our mechanic has had a difficult time trying to fix this issue, changing the ignition ext. We are so perplexed as what to do next. Please, please help us figure out this problem.

So they Replaced the ignition cylinder or ignition housing?The housing has the pass lock sensor in it. If the gas gauge is acting up reads empty when you have gas when it doesnt start? Then you have a body control module thats bad. Really common on those cars I have replaced tons of them on that car.
