2002 Infiniti I35 No power at fuse panel

I checked the voltage at the turn signal fuse slot and it doesn't show any power coming through. I did this with the car on and off. I checked another random fuse and it had around 12 volts coming through. I also checked the combination flasher plug for voltage and it didn't have any. The radio also has no power coming through the harness. What is the next spot to check to see where the power is being cut short? The fuse are all fine but no power seems to be flowing through in some spots.
