interior roof is sagging is there anyway to fix the material is like felt, will glue work

The lining is glued to a stiff board liner, the glue used has broken down over the years, you can re glue, but the entire lining has to be removed and you should replace the cloth as the old glue will impede the new glue from bonding fully.
