We have 2002 ford taurus with 120,000 miles that runs good most of the time. When it hits 3500 rpm it acts like it is running out of gas, surges, as soon as you drop below 3500 runs good again. It does this setting in park and steping on gas to 3500 rpm, it does this tring to pass and go up hills. We have changed bothe in tank and out tank fuel filters. What else could this be?

Could be caused by one of the following below

Oxygen sensor.
Catalytic converter.
Fuel injectors dirty/sticking.
Mass airflow sensor/Airflow meter.
Throttle position sensor.
Crankshaft position sensor
Knock sensor
Manifold absolute pressure sensor.
EGR Valve
Fuel pressure regulator leaking or defective fuel pump.
False air leakage.
Fuel contamination.
Foul/defective spark plugs.
Open spark plug wires.
Ignition coil/Coil packs defective.
Incorrect ignition timing.
Cap and rotor.

Note:If it doesn't apply disregard it
