Interior electrical problem

2002 Ford Explorer, after starting my car the seatbelt light will flash for a few seconds then be on solid even though I wear my seatbelt. The power windows won't work, but the power mirrors do. The interior lights are out, when I turn my headlights on the dash will light, but the gauges don't work. The radio won't work but it will show the time. The heat works, but not the defrost. This started last week and it seems to be permanent.

Suspect faulty GEM module located behind left side dash. Check engine light on?

Check Engine is not on, only the seatbelt one. Is the GEM Module something I can replace myself? Note I am not mechanically inclined at all, but I assume where you describe would be by the fuse panel, am I correct?
