My info says under the vehicle on the frame-rail. I don't have a good location picture? Follow the fuel lines. Make sure there is no pressure on the system before taking anything loose.

Fuel filter is located on the right frame rail in front of the fuel tank behind a heat sheild and plastic cover

Removal & Installation (EXPLORER & MOUNTAINEER)
WARNING: Fuel supply lines on all vehicles equipped with fuel injected engines will remain pressurized for long periods of time after engine shutdown. Fuel system pressure must be relieved prior to fuel system service to prevent possible personal injury or a fire hazard.
Relieve the fuel pressure. See FUEL SYSTEM PRESSURE RELEASE
Raise and support the vehicle
Remove the bolts and the heat shield.
Remove the fuel filter shield.
Remove the nuts.
Remove the shield.
Remove the fuel filter.
Disconnect the two fuel line locking R-clips and one fuel line push-connect.
Remove the fuel filter from the fuel filter support.
To install, reverse the removal procedure.
