A/C blower motor accessed?

Is the a/c blower motor accessed from under the passenger side dash, or by removing the wipwer arms and cowl panel I need to replace my blower motor and have seen data telling my 2 different ways to r@r the blower motor. Thanks for you help.

Just to add to this one the L model saturns have the blower motors under the cowl. Also how do you know the blower fan motor is bad if you dont know where it is to test it?
