Engine temperature heating up at idle/stop

I have installed new radiator and thermostat and the engine is still heating up. It is only heating up at a stop light and when idle. If the A/C kicks on then it brings the temp back to normal. It does not heat up on the highway.

Is radiator fan turning on to cool it off?

There are two fans and every time I have checked it there is only one fan running.

1 fan running even with air on? Other fan may be dead if it never works. Or getting no voltage?

Even with air on the fan runs. I looked it over again and I can only see one running at all times. Is there such a thing as a fan thermostat? I know the engine has a thermostat but have never heard of a fan thermostat.

Why the other fan dont work is the question. And I would not expect any fan to be on until a certain temp is reached. Unless the AC is turned on then the fans should be on. You should test the non working fan for voltage. If it has voltage it's shot.
