I have installed new radiator and thermostat and the engine is still heating up. It is only heating up at a stop light and when idle. If the A/C kicks on then it brings the temp back to normal. It does not heat up on the highway.

Even with air on the fan runs. I looked it over again and i can only see one running at all times. Is there such a thing as a fan thermostat? I know the engine has a thermostat but have never heard of a fan thermostat.

why the other fan dont work is the question. and i would not expect any fan to be on until a certain temp is reached. unless the AC is turned on then the fans should be on. you should test the non working fan for voltage. if it has voltage it's shot.
