REPLACED P.S. PUMP, HOSES, "O"RINGS AND FLUID. AIR STILL IN FLUID AND STEERING STILL WHINES AND SURGES! NO SIGN OF LEAKS
Replaced all hoses and "O" rings, along with a "new" rebuild power steering pump. Still have air in system, no sign of leaks anywhere.
What am I missing?

Allow fluid to sit for a few hrs as if it is very aerated you will still have problems, the sir will naturally work its way out, if the fluid looks normal after sitting for a few hrs and it still makes noises and the fluid becomes aerated again, re check that you have not over tightened "O" ring seals as they can split.
