My car wont rev past 2250?

It just kangaroos at those revs and wont go further. It has had the cam and exhaust sensors replaced to no avail. A friend suggests it must be a simple fix electrical fault but I cant think what?

Check fuel system pressure and fuel filter first, see how that helps.
