ford ranger trailer light trouble

I have a 2000 ford ranger. All lights work fine on the truck but when I use the left turn on the trailer, the turn and brake sighal don't work. I checked the bulb it is ok. the vom metter showes flashing voltage at the trailer bulb wire but it will not go on bright. Could i be getting only partial voltage and not enough to light the bulb? I also checked the pigtail at the truck and the pin for left turn will not light the bulb. HELP THANKS WALT (DUNITALL)

Normally a bad earth problem, check ther trailer wiring and the plug on the car, make sure that the earth on the plug (car) is good and the earths for the lights are good,
