1999 Saturn SL1 Exhaust system

Was told by the smog place to get another catalytic converter because it wouldn't pass emissions. There is also black smoke coming out the exhaust pipe. Its kinda loud, like it needs a muffler. My eyes keeps looking at a box under the hood. I'm assuming it's the computer box.
Please help me!!

Black smoke is a sign of a very rich mixture being burnt, you may have a leaking fuel injector or a faulty fuel pressure regulator, I would get the fuel rail pressure tested first, to see if the regulator is faulty, have a pressure gauge fitted, watch the pressure reading, disconnect the reg vacuum line if the reading goes up the reg is working
