1999 Saturn SC2 air conditioning

With the engine running and the air conditioning switch (button) pushed on with the blower on to max there is no cooling on the interior of the car. The temperature slide lever is at the minimum setting and the air flow lever is on the vent setting. Then checking the clutch on the compressor everything seems to be working fine. Checking the clutch activation several times it is working fine. Then checking the low side refrigerant pressure is at 35psi. There is no cooling on the interior of the car. Where do I go next?

35psi for the low side is on the high side what is the high pressure reading?I need both pressures also is the radiator fan running and blowing lots of air out towards the exhaust manifold with ac on?
