How do you adjust the tension on new Serpentine Belt? ....and to what psi?

It's not an auto belt tensioner.
It must be loose, because when I make tight turns, I get a cloud of smoke, probably from the serpentine belt slipping on the power steering.

What does that belt run that's smoking?Because the main belt has a auto belt tensor.
