I HAVE A 1999 MERCURY COUGAR AND MY STEERING WHEEL IS VERY VERY HARD TO TURN I FIGURED MAYBE POWER STEERING FLUID BUT IT WAS ALMOST FULL THAT WASN'T IT AT ALL. ANY IDEA'S FOR THIS CAR I HAVE ONLY OWNED IT 31 DAYS. GO FIGURE.

With the engine off, check the power steering belt to see if is on correctly and has correct tension. When the car is running check and see if the belt is turning power steering pump. If the pump is turning ok then there could be a problem in the poser steering pump.
