1999 Lincoln Navigator electrical problem

Hello at night the tail lights or dash board dont work. My signals and headlights and brake are ok. Found the fuse its number 15 on the fuse box but it blows as soon as I turn the swicth on I also replace the relay and nothing.I really dont have any budget for expencive mechanic. Could it e the headlight swicth? Or the GEM module? What can I do? Also. Everytime I turn on the headlights the highbeam keeps turning on without me touching it? I hope someone can help Im so frustrated : (

It can be ANYTHING in the circuit to include all the bulbs, sockets, wiring, switches, relays and modules. Unless you are very familiar with electrical circuits, this may be difficult for you to find yourself. The first thing I would check is all the light sockets. You have a short somewhere in the circuit.
