I hear a hissing noice coming from behind my brake pedal. I have been told that its my brake power booster. What parts do I need to fix it?

There is a recall for this. It is hard to find, but I did find it on the internet where there is a number to contact if they wont honor the recall. I took my 1999 Laredo to a dealer and they told me there was no recall. But I have seen it. My brakes work perfect. Its the rubber boot around the pedal where it goes into the floorboard that has a tear in it. I have owned a lot of vehicles, and never had this happen, if you check there are hundreds of jeep cherokees with this issue 1998-1999. The vacuum is diminished and the gas milage is diminished.I dont know what else can happen, my master cylinder stays full and operational. I have good brakes, just stupid noise that drives me crazy and my gas milage is bad since it happened. Jeep should have to fix them all. Thanks for reading dkf
