what is the easiest way to get to the spark plugs to change them on a 99' jimmy vortec v-6??

I find the easiest way is to lift the front end and remove the front wheels, then use a long extension with a swivel socket through the wheel well. You may have to use a socket with an open end wrench on the one behind the steering column.
