Failure to turn over

My '99 Mustang GT revs up, but will not turn over. After checking the battery [new], alternator[also new], the problem is the fuel pump. My best advice for myself is to consult a professional. Is this the problem?

Could be if you check the fuel pressure if its within specs-start here

There isn't any pressure.

If you can hear the fuel pump come on when you turn key to run and there's no fuel pressure the fuel pump is gone.
