1999 Ford Crown Victoria Crown vic Fuse Problem

Okay I have this crown vic that just keeps blowing the 30a fuse I dropped a dime in my cigarette lighter and it blew but when I replaced the 50a and the 30a it started 4 more times and blew the 30 again and now every time I try to change the 30a it blows but not the 50 now. I have unplugged the lighter part too. One of my friends said cut the wire and tie it off, but I rather talk to a actual mechanics point of view
