1999 Ford Contour (DLC) not working

I have a 1999 Ford Contour SE. I went to get my imissions and inspections done the other day. When the IM tech plugged into the data link connector it didn't put out a signal. I went home and plugged in my obd scanner and got the same resulta. Can you please help me to figure out where the issue lies. I believe its a fuse but I can't find anything on the web showing which fuse or relay is tied into the DLC. I need a diagram. Or fuse number so I can fix this issue.

Typically it is a fuse associated with a cigarette lighter or auxiliary power outlet. If you have a owner's manual it will show a fuse box and identify each fuse.
If you don't have a owner's manual I think it is Fuse #24 15A fuse under the driver side dash.
