How do you change the fuel filter on a 1999 Chevy S10 LS Pickup - 4.3 V6 Auto Trans?

The fuel filter is located on the driver side, under the front corner of the bed near the inner frame. At least in my 1999 S 10 4 Cylinder. And how to do it is on this link https://www.2carpros.com/how_to/how_to_change_fuel_filter.htm

I have bought a Fuel filter and going to put that on.
But I'm haveing truble excelerating the 99-S10 2.2 is sluguish what else could it be?

Probably about a hundred possibilities but believe it or not, fuel filter is not likely at all. Plugged fuel filters rarely cause engine performance issues directly but they often lead to a failed fuel pump when driven with one. You probably need to start out by having the stored trouble codes read.
