Okay, does a 1999 BMW 328i have a primary and secondary Throttle Bodies or is there only one?

There is but a single bore in the throttle body, there is an idle control valve as well.

The 318(M44) has a dual throat throttle body.

Okay cool and they say my year is the year where the throttle body comes with a throttle body cable as well as the sensor and valve? Can you elaborate on that. Thanks for your help!
