1998 Volkswagen Polo oil consumption

My car is losing between 500ml and 1000ml of oil per tank of fuel. I have tried adding molly slip to engine oil. I have also carried out a compression test on al 4 cylinders to rule out worn piston rings. From left to right compression was 16, 17, 16, 17 bar. 16 bar is about 230 psi. I have no idea what the compression should be but know that if below 7 bar it would be worn rings. High compression should mean high carbon build up. Which I will be sorting out. Would carbon build up be the cause of oil loss? There is no noticeable leaks from underneath the car. There does seem to be oil seeping from the air filter box retaining screws, which I can only think would be the crankcase valve? Am really not sure what to try next and advice would be helpful.

It may be burning oil, just because the comps are up, you may have a faulty oil control ring which is the main ring for removing oil from the cylinder walls the comp rings may still have good tension and create good compressions, also check out the turbo for signs of oil out the exhaust.
