1998 Toyota Corolla Crankshaft rotates while in park

I have my 1998 Toyota Corolla on ramps while changing the timing chain. The car is in park, but the crankshaft moves freely and I can't torque the crankshaft bolt. Any reason why the crankshaft is not locked in place while in park, or even reverse? Thanks.

Might not be all the way in park unless bolts on torque converter are broken loose etc. Try using a flat bladed screwdrive or piece of metal to hold flywheel teeth.
