Air Conditioner Blower Motor

Blower for air conditioner, I did as instructed and I do have power which is reading 12.64 Volts.
What should I check next please? Also my manual mentions high blower relay, believe I checked and swapped the fuel pump relay with blower relay and seems to be working, or is there another relay needs to be checked?

So your measuring the voltage across the two terminal of the blower motor? If so sounds like a bad blower motor. Have you tried plugging the blower motor in put it on high and smack the blower motor with your hand? Is the connector to the blower motor melted?

At the blower motor connector did you check for power across the two terminals? Or did you ground a meter lead and find power on one of the leads? If you did it the second way I mentioned you need to check the ground to the blower motor.
