1998 Ford Windstar rear shocks

Trying to replace rear shocks on 98 ford windstar. Got the upper bolts loose, but can’t get them out. The whole thing just spins. I suspect the bolt is rusted / frozen to the bushing so the whole thing turns. I tried in vain to hold the bushing with pliers while turning the bolt. The whole thing just turns. Hoping I don’t have to cut it out, but if I do, do auto parts stores sell replacement mounting bolts? Thanks for your time and advice

There is a sleeve inside the bushing that is probably holding it, you can try penetrating oil bu t may not help, heat will set the subhing on fire if you have a good air chisel with a punch end and can reach end of bolt try that to pushit out or a hammer but if you use a hammer but the nut back on. You shold be able to get the bolt at a hardware store as long as it's a grade 8 bolt as those are the strongest. On metric bolts which that is look for the highest number you can find like 10-8 or 11
