1998 Ford Escort emissions

Ok so my car won't pass emissions then I found out my fuse for my lighter was bad I changed it and have not yet took it back to emissions my car did not pass nor fail emissions it could not be read by their computers and got rejected if my fuse for my lighter is bad could that keep their computers from reading my car?

Yes it can. Usually these fuses provide power to the electrical connector that the emission machine connect to. They need to connect to this in order to communicate with the vehicle's computer to check for any emission failure detected by the vehicle's computer.
