What can I do for not having heat in the car?

I have a 98 chevy lumina 3.1 engine. I have replaced the water pump, thermostat and the radiator is full, no leaks, both hoses are hot. No air in line and the blower is running. I will get heat only when the car is moving and only for about 5 minutes then it turns cold, the gauge goes all the way up and then suddenly drop give heat for 5 minutes then repeat. Any suggestions?

Make sure both your hoses going tothe heater are hot or similar in temp. Then check your actuators for power or vacuum. They are under dash. Generic pic enclosed.

I have tried that, no problem there. I replaced the radiator cap, thinking that it was not holding pressure, still not fixed. I cannot figure this out for the life of me.
