To remove a freeze/Expansion Plug all you need is a punch, hammer and pair of pliers. Place punch anywhere on edge of plug and tap it, keep tapping on same side, plug will rotate - the side you are tapping on will rotate in and of course the opposite side will rotate out. Once it rotates out enough to get the pliers on it you can pull it out, you may need to wiggle and pull at same time.

To put new one in, I use a socket that is the same size as the plug or one that fits just inside the plug. You need to make sure the plug is square in the hole and goes in evenly, other wise it will be a big pain and you can damage the plug and it won't seal properly.
