Hello, I have a 1997 Honda Accord LX- I was having issues with the power steering- it was hard to turn.I had the power steering pump and it was still hard to turn.I then replaced the rack & pinion because it was also damaged. Still hard to turn. My mechanic replaced all the seals needed power steering pump, reset the timing for the steering wheel and its still hard to turn. Not sure and what to do at this point. Please Advise.

How hard is it to turn?
Did you bleed the system by turning the steering lock to lock a few times with engine running?
With engine off, turn the steering and note the effort required.
While trying to turn the steering, start the engine, does the effort required to turn decreases?
Jack up front of vehicle.
Turn the steering and check if it is easy to turn.
Have you checked the ball joints?
