1997 Chevrolet Silverado Error code P0401

I have a check engine light on scanner shows 401, egr. Replaced it, cleaned out tube, changed ECM, had it on diagnostics and they said it had a miss fire at low rpm. Replaced cap, rotor plugs and wires. Checked fuel pressure, 60 psi for9 minutes after I shut it off. Still have error code and cannot get an inspection. Any ideas on what to do next?

If the misfire is still there it will cause this code also check for a vacuum leak especially t map sensor. Also check for the canister purge vale being open all the time. It should only have vacuum on one side or clear the code, block the vacuum line to canister purge valve and test drive. If it goes away you know what the problem is. If none of this fixes it take to apro so he can start checking for other things like a connection problem/wiring/ bad pcm etc.

Was not the map sensor, voltages were good. Vacuum purge valve never opened, at idle. At a loss
