11.5 qts. Capacity cooling system at 6balls with thexton 102 tester, is that 60/40 mix, if I take out 2qts and add water wiil it give me 50/50?

All that info means nothing. What is the freeze point reading on the tester

"unsafe" isn't a temperature so I still don't know what your coverage is now. If it needs to be diluted more, then go ahead and dilute it. Just make sure the engine is run sufficiently to thoroughly mix it together after.
