How hot is this car getting because this fan doesn't even come on till after 222 and won't run at all when the car is moving unless A/C is on. Is the fan coming on with the A/C? If not try unplugging the coolant temp sensor with the car running and see if the fans start.

Just to add to this one when you replaced the coolant temp sensor did you inspect the connector terminals to it?Its really common for the sensors to leak coolant into the connectors and corroded the terminals and cause the sensors to miss read the correct temp. Also I belive on that car the fan doesnt come on untill the temp reads about 3/4.
