I broke the bolt off in the idler tension pulley. what's the best way to remove the broken bolt, dill out with a drill bit? Please advise.

Drill a hole in the center of the broken bolt. Then use an easy out to remove the old bolt. If you try to remove the entire bolt with a drill, you will end up taking out the threads and having to retap the hole.
