1996 International Truck electrical

444e engine; both batteries terminals corroded, cleaned terminals. Connected cables, wipers started to work with key off and control knob off, will not stop, jiggled wires and wipers stopped. Gauges sweep & buzzer activates without key on. Have to disconnect cable. Noticed one of wires arcing, broken insulation? Taped it up. Problem not cured. Both battery cables go to starter, negative to solenoid, positive to starter. Neither grounded, why? Any ideas?

We don't do medium duty truck shere but where the negative is connected to starter is probably a mounting bolt not a hot circuit. Clean that and then run a nother large (10 gauge) negative wire from engine to body or cab. That should cure the wiper and maybe the buzzer.
