Tail pipe end makes a noise no holes but sounds like a flapping piece of metal? Could it be the cataletic converter is pluggd up?

It could be the converter, or it could be the insides of the converter, muffler, resinator. Are loose. Take a rubber mallot and tap on the system to see if you can hear anything loose.
